Anne Cornell, PhD, LPC
Vice President, Georgia Operations
Dr. Anne Cornell is a licensed professional with over forty years’ experience providing a variety of community services to children, adolescents, and families across the country. She has
provided direct care services in residential and community-based programs in NC, NM, AZ, DC, MI, GA, and MD. She has trained extensively in trauma-informed care and clinical supervision for staff and paraprofessionals. Anne has extensive experience in developing and implementing behavioral health programs for agencies serving vulnerable populations, including System of Care grants, CCBHCs, Infant Mental Health services, and crisis services. She has implemented statewide and multi-state continuums of care across funding landscapes. Anne has a unique perspective having worked both ends of the treatment continuum for children, youth, and families. She has a commitment to in-home services and meeting families where they are.
Tamara Godfrey, MS
Evidence-Based Program Manager
Tamara began her professional career working with at-risk youth, delivering violence and substance use prevention programs to schools and housing communities in the Metro Atlanta area. After receiving her Masters in Professional Counseling in 2006, Tamara worked as a MST therapist for 9 years. Tamara joined Grace Harbour in 2015 as a MST Supervisor in Clayton county, and is currently the Program Manager of Evidence-Based Programs for Grace Harbour.
Deterrell Hawkins, BA
Evidence-Based Program Manager
Deterrell Hawkins is a behavioral health program leader with more than 15 years of experience supporting youth and families through evidence-based services. She currently serves as Program Manager providing leadership and operational oversight for the Multisystemic Therapy (MST) and Functional Family Therapy (FFT) programs. Her experience includes program management, clinical supervision support, stakeholder collaboration, and community partnership development to strengthen outcomes for youth and families. Deterrell previously coordinated regional grief support programming for children and teens in southwest Georgia. She holds a Bachelor of Arts from Albany State University, is a Certified Professional Life Coach, and has completed graduate coursework in Clinical Mental Health Counseling and Organizational Leadership, along with specialized training in MST, FFT, Motivational Interviewing, CPI, SAAF, and CRM skills.
Jasmine Ramsey, MFT
Multisystemic Therapy Supervisor (Peachtree City)
After receiving her Masters in Marriage and Family Therapy, Jasmine began her professional career in Cherokee and Clayton counties working with at-risk youth, families, their communities, and other key members of their ecology as a Multisystemic therapist in 2018. Her passion for supporting change and fostering progress with clients in treatment led to her development to a MST Clinical Supervisor in 2022. Jasmine is currently and Evidence-Based Programs MST Supervisor overseeing six metro Atlanta counties (Cherokee, Clayton, Fulton, Cobb, Bartow and Gordon). When she is not working, Jasmine enjoys spas and spending time with family.
Ashley Jones, LMSW
FFT Supervisor (Peachtree City)
Ashley Jones joined Grace Harbour in 2017 as a FFT (Functional Family Therapy) therapist working with medicaid clients in Fayette, Coweta, Meriwether, Heard and Troup Counties and currently serves as the FFT Supervisor for the Atlanta Metro area.
Pamala Jackson-Rowe, MS

Pamala Jackson-Rowe is an experienced behavioral health professional with more than 30 years of experience in counseling, education, family support, and community-based services.
Christopher Daniels, MS
MST Supervisor (Gainesville)
Christopher joined Grace Harbour in March 2026 as Hall County MST Supervisor, having previously gained 8 years of MST supervisory experience while working in New England. He is a versatile program director with 30+ years of experience in human services, specializing in administrative oversight and clinical supervision of adolescent programming. Christopher began his career in 1993 as a Juvenile Probation officer in Pennsylvania working with adjudicated delinquents, and he's been working with this population since that time.
Justin DeLoretto, MSW
MST Supervisor (Savannah)
Justin DeLoretto joined Grace Harbour in 2024 and serves as the Supervisor of the Chatham County Multi-Systemic Therapy (MST) Team. He has been practicing MST since 2017 and has held supervisory roles since 2018, bringing years of experience supporting youth, families, and clinical teams through evidence-based interventions. Before specializing in MST, Justin worked in substance use treatment, provided services for individuals who had perpetrated domestic violence, and advocated for individuals experiencing homelessness. His broad clinical background has shaped his commitment to helping people overcome challenges, build resilience, and achieve meaningful change. Justin holds a Master of Social Work degree and a Bachelor’s degree in Social and Behavioral Studies. He is passionate about leadership, community engagement, and promoting mental health and wellness both professionally and personally. Outside of work, Justin facilitates a men’s support group, hosts a mental health podcast, and is the author of a memoir. In his free time, he enjoys riding motorcycles, weightlifting, and practicing Brazilian Jiu-Jitsu.
Elijah Powers, MS, NCC
MST Supervisor (Savannah)
A native of Lancaster, SC, Elijah is passionate about supporting mental wellness through compassion, connection, and community involvement. He earned a Bachelor of Science in Sociology from Clemson University in 2015 and a Master’s degree in Psychology and Clinical Mental Health from Troy University in 2020. Now living in Augusta with his 8-year-old daughter and three dogs—Piper, Willow, and Smokey—Elijah enjoys coaching youth sports and volunteering throughout the local community. His personal and professional experiences inspire a warm, supportive approach to helping others navigate life’s challenges and build emotional well-being.

Ashley is passionate about developing clinicians, strengthening family systems, and promoting positive outcomes through collaboration with schools, community partners, and support networks.
